Development and testing of Leave Management Module of HRMS have been completed and is being operationalised w.e.f. 1" August, 2023. The salient features of the Module are placed at Annexure 'A'.

Sub: Implementation of Leave Management Module of HRMS

Vide Board's letter dated 27.07.2023 (RBE No. 94/2023), Field Units were advised to complete the updation of the initial balance of leave by 31.12.2023 and to get the same vetted by Accounts department. However, it has been observed that the progress has been extremely slow. To ensure that the automation of leave process is completely digital, updation and vetting of initial leave balance is of utmost importance. Therefore, it is again advised that the process of updating and vetting of leave balances may be expedited and the same may be completed at the earliest.

Sub: Provision of teleconsultation to Railway beneficiaries.

In view of shortage of specialist doctors in the zone, it is decided that all doctors in general and specialist in particular posted in Central Hospital and Divisional & Sub-Divisional Railway Hospitals should provide teleconsultation to Railway beneficiaries residing in localities away from these hospitals for at least one hour every day except on Sundays and Holidays.

Minimum prescribed educational qualification for direct recruitment to the post of Technician Grade III in Level-2 of Pay Matrix of 7th CPC.

Attention is invited to Board's letter cited under (2) ibid wherein it was instructed to carry out the pension reconciliation and pension revision of employees who retired prior to introduction/ operationalisation of IPAS under ARPAN module in IPAS(Ann-A). Now that the ARPAN data base has been migrated to IPAS and modules for Debit Reconciliation, Pre-2016 Revision module (including re-revision of ARPAN PPOs) and Pre-2016 PPO Re-grant module (Family Pension to dependent son/daughter) have been developed under ARPAN module in IPAS, Western Railway has conveyed that the ARPAN application will not be accessible to the existing ARPAN Users hence forth for performing these activities(Ann-B).

Rest Rules for running staff

Sub: Rest Rules for running staff.

Attention is drawn to Board's letter No. E(LL)/2009/HER/1 dated 07.10.2016 wherein (F/x the existing statutory/ administrative provisions pertaining to rest of running staff were reiterated. Attention is also drawn to Board's letter No. E(LL)/2016/ HPC/7 dated 13.10.2016 laying down X that the limit of "Stay away" from Headquarters for Running Staff should be fixed at 72 hours and also that call notice period should continue to be a part of the Headquarter/outstation rest.
